Why can't the GOP take responsibility for overseeing the worst financial collapse since the 1930s?

Bush had no real powers so you may as well exclude hin from your list. Also not all finacnial problems are related to politics. Sometimes bad things happen in the economy for no reason. Most of our collapse happened because of a change in consumer behavior. Also, worst economic problem since 1983, not the 30s.
