Do you have to pay to have your license reinstated every time it gets suspended? (IN CA)?

Ok, so my license was suspended for not paying my insurance last year (im required to keep a sr22 on file). I just moved down here to san diego and my sister said she would pay my insurance so i could get my sr-22 on file and get my license back. we did that, and i had to pay to reinstate my license. so anyways, my sister didn't pay my insurance last month, and didn't tell me until i got a notice saying it was suspended again. the problem is, im pretty sure im getting hired for a job this week and now i don't have my license again. my sister restarted my insurance when i told her, but now do i have to pay the fee to reinstate my license and all the other fee's all over again
