My boyfriend keeps saying he's my husband yet he's holding an engagement ring from me?

my boyfriend and I have been together 5 years this September, our relationship was pretty rocky but since we moved in together it's been going great, we get along really well and spend most of our time together, we have plenty of time apart too were we live our separate lives but we are best friends and both dont like being away from eachother. He keeps addressing me as his wife and saying that he is my husband and i will listen to him when he gives advice,etc. and talks about how my money is his money now and vise versa. Then he'll turn around and say well if your going to do that then you wont get your engagment ring" and when i try to talk to him about our wedding he changes the subject or doesnt want to talk about it then says he just wants to get married at a courthouse. I dont really understand whats taken him this long and why he keeps putting off getting married.
