Why do Pedophiles and Convicted Offeders,Child Molesters..Rapists..w/e.... Get a Second Chance?

What else are you going to do with them? Incarceration doesn't heal criminals either. People are complaining that 1% of the population is in prison, the highest percent of all the countries on the planet.
