Pupping adoption help !!?

I want a puppy and I mean I can afford to take care of them, my brother works for petco and get discounts for food and my sister is vet. But my parents said I would have to but the puppy myself and adoption cost are like $300 is there anywhere near scotch plains nj where they have free puppies preferrable small ones such as chihuahuas?
