What gives Shirley Phelps-Roper the right to protest a funeral? Doesn't the family have rights, also?

She is a nutcase. She is a publicity . She protests, harres, and yells derogatory slurs at family members during funeral processions. How low can you go? And I just wonder why the family doesn't fight back and her ugly rotting carc doesn't get thrown in the slammer? Since when does someone filled with so much hate have the right to ride shotgun over everybody else?
